It’s the phenomenon where people of lower than average intelligence tend to overestimate their intelligence, whilst those of above average intelligence tend to underestimate it. It is succinctly described social psychologists Dunning and Kruger as follows: "the miscalibration of the incompetent stems from an error about the self, whereas the miscalibration of the highly competent stems from an error about others."
